Phyllis Coven became the USCIS Ombudsman on March 14, 2021. The Ombudsman, established by the Homeland Security Act of 2002, assists individuals and employers in resolving problems with USCIS. Ombudsman policy and casework is carried out by fewer than 30 full-time professionals with wide-ranging skills and areas of subject matter expertise in immigration law. As mandated by the Homeland Security Act of 2002 § 452, the CIS Ombudsman is not a part of USCIS, but an independent DHS office which reports directly to the DHS Deputy Secretary.
